March 14, 2016

 

            The Highmore-Harrold Board of Education met in regular session on March 14, 2016 in the business classroom at 7:00 pm. Members present: Clint Buchholz, Jennifer Semmler, Michael Bollweg, Paul Knox, Kris Rittel. Jim Stephenson and Paula Haiwick were absent. Others present: Superintendent Chip Sundberg, Business Manager Mark Chilson, K-12 Principal Quinton Cermak, Athletic Director Mike Ring.

President Rittel called the meeting to order at 7:01 pm and the pledge of allegiance was recited.

Semmler/Buchholz moved to enter executive session for a school issue SDCL: 1-25-2(2) at 7:02 PM.

The Board came out of executive session at 7:11 pm.

Haiwick arrived at 7:12 pm.

The agenda was approved with addition for a resignation and delete open enroolment application with a motion by Buchholz/Knox.  The motion passed.

            Haiwick/Bollweg moved to approve the minutes of the February 9 meeting. The motion passed.

            Financials approved by Bollweg/Semmler. The motion passed.

The Board held an Indian Policies and Procedures Forum at this time.

The Board heard the superintendent’s report including but not limited to the update legislative session; school board election; building/grounds; evaluation process; negotiations; 2016-17 school calendar;

Haiwick/Buchholz moved to hold a special meeting on March 30 for building/grounds projects. The motion passed.

The Board heard the K-12 principal’s report including but limited to state wrestling results; National FFA week; GBB and BBB wrap-ups; Homework Policy; Parental Portal; Graduation Requirements; Freshman Impact Planner; Think/Drive/Stay Alive; Foreign Exchange Student possibilities; English year-end speeches and projects; Safe Drive/Stay Alive program March 30; next year’s registration/scheduling; DSTEP Science April 6; SBAC elementary April 13.

Haiwick/Knox moved to have 2.5 (instead of 4) elective credits to graduate. The motion passed 5-1 on a roll call vote: Rittel-yes; Semmler-yes, Knox-yes; Buchholz-yes; Bollweg-no; Haiwick-yes.

The Board held a discussion on the school election and heard a preliminary update of the 2016-17 budget from Mr. Chilson.

The Board heard SDHSAA Proposals for changes for next year and participation numbers for spring activities from Mike Ring.

Bollweg/Semmler moved that the following were reviewed School Board Policies BBF—Ethics; BBF-E—Member Ethics; BCB—Board Officers as presented.  BBFA—Member Conflict of Interest was tabled. The motion passed 6-1 on a roll call vote: Rittel-yes; Semmler-yes; Bollweg-yes; Buchholz-no; Stephenson-yes; Haiwick-yes; Knox-yes.

Stephenson arrived at 8:23 pm.

Buchholz/Haiwick moved to accept Kyra Hirsch’s resignation as asst. track coach and Kelly Hague’s resignation as concessions advisor. The motion passed.

Haiwick/Stephenson moved to accept the amendment to Renae Olson’s contract for asst. track for $2,399.00. The motion passed.

Bollweg/Knox moved to approve the school calendar for the 2016-17 school year with graduation moved to May 14 The motion passed.

Semmler/Stephenson moved to enter executive session for negotiations SDCL: 1-25-2(4) at 8:55 pm. The motion carried.

The Board came out of executive of session at 9:25 pm.

The Board set negotiations dates as 3/16, 3/23, and 3/30 if needed.

The Board set their next regular meeting for at April 11th at 7:00 pm in the business classroom.

            Haiwick/Bollweg moved to adjourn at 9:25 pm. The motion passed.
